Remember back in the days when computers were still running on that black screen with white letters? Any commands you enter usually start with something like "C:/dos" to run programs. I'm not a computer whiz but that's what I remember. And since the comic book guy is like an ultra nerd, that's what the picture means. He wears a geek t-shirt with those computer commands (prompts). 

Also, remember the old Target commercial, where there was a dog with the target logo on his face? And the catch phrases were: "See Spot. See Spot run. Run Spot run." If I'm not wrong, I think that's how the Simpsons creators came up with that shirt idea.
